Mr. Young is a licensed professional engineer and a graduate of Prairie View
A&M University where he received a Bachelors Degree in Mechanical
Engineering. After 21 years of public service he retired from San Antonio Water
System and the City of San Antonio. He has over 28 years of experience working
in both the public and private sectors. During the last 12 years of his career he
held numerous senior executive level positions, including serving twice as Intern

He has managed the design and construction for over 3 billion dollars of public infrastructure over his
career. He has managed projects as large as $200 million dollars with multiple consultants and
contractors. Mr. Young has led organizations that have won over 75 National, State and local awards
in the areas of management, water resources, public involvement, public communications,
construction, design, water conservation, water quality, public education, environmental stewardship,
wastewater treatment and long range planning. He has served as President of Texas Municipal Utility
Association and Vice President of the Texas Water Conservation Association. He has served on
many other public,civic and professional boards and committees.
Mr. Young founded Young Professional Resources and has grown its capacity to design single
projects in excess of $7,000,000 and has performed design, construction administration and project
management services for projects totaling $40,000,000.

- Responsible for the general operations of the System and the strategic long-range
business planning and water resources planning.

- Determined water resource supply requirements and planned for infrastructure needs.
Negotiated water supply contracts. Ensured water quality protection and compliance
including over the Edwards Recharge Zone. Designed and constructed major
infrastructure projects. Assumed the duties and responsibilities of the President/CEO in

Chief Operating Officer, 1997-2001
- Ensured the consistent day-to-day application of policies and goals. Provided leadership
in all aspects of waste water treatment, engineering, systems operations, and water
resource management and protection. Assumed the duties and responsibilities of the

- Led the development and implementation of an annual $150 million Capital Improvement
Program including both design and construction.
- Directed organization that maintained the system wide waste water pipeline and sewage
